中国驻芝加哥总领馆发言人批驳台湾当局涉新型冠状病毒疫情防控谬论

  2月4日,驻芝加哥总领馆发言人致信《芝加哥论坛报》,批驳日前“台北经文处”负责人在该报发表的涉新型冠状病毒疫情防控谬论。全文如下:

  1月29日,“芝加哥台北经文处”负责人通过《芝加哥论坛报》发表不负责任言论,声称台缺席世界卫生大会将“损害台湾民众健康福祉”,造成“国际防疫缺口”。这纯属利用疫情编造谎言,进行政治操弄,谋求“台独”政治私利。

  台湾同胞是我们的骨肉兄弟,没有人比中国中央政府更关心台湾同胞的健康福祉。根据中方同世卫组织达成的安排,台湾地区的医疗卫生专家可以参加世卫组织相关技术会议,有需要时世卫组织专家可赴台湾地区进行考察或提供援助。台湾地区能够及时获取世卫组织发布的全球突发公共卫生事件信息,台湾地区发生的突发公共卫生事件信息也能够及时向世卫组织通报。这些安排都确保了无论是岛内还是国际上突发公共卫生事件,台湾地区均可及时有效应对。

  武汉发生新型冠状病毒感染的肺炎疫情后,中国政府一直本着严肃认真、高度负责、开放透明的态度积极应对,得到包括世卫组织在内的国际社会的高度评价。中国国家卫生健康委及时主动向台湾地区通报了疫情信息。应台湾地区相关部门请求,大陆方面邀请和安排台湾地区专家于1月13日至14日到武汉进行了实地考察,对疫情防控、应对处置、医疗诊治、病原检测等问题进行了全面认真了解,并同参与此次疫情防控和患者治疗的大陆专家进行了交流。台方医疗专家对大陆方面的接待表达由衷感谢。这充分说明所谓“国际防疫体系出现缺口”的说法完全不成立。

  世界卫生组织是主权国家才能参与的国际组织。在中国台湾地区参与世界卫生组织活动问题上,中方立场是一贯的、明确的,即必须按照一个中国原则来处理,这也是联合国大会第2758号决议和世界卫生大会25.1号决议确认的重要原则。2009年至2016年,台湾地区连续8年以“中华台北”名义和观察员身份参加了世界卫生大会。这是在两岸均坚持体现一个中国原则的“九二共识”基础上,通过两岸协商作出的特殊安排。一个中国原则是两岸关系和平发展的政治基础,也是中方对台湾地区参与世卫大会作出特殊安排的政治基础。民进党自2016年执政以来,将政治图谋置于台湾地区人民福祉之上,顽固坚持“台独”分裂立场,导致台湾地区参加世卫大会的政治基础不复存在。对此,民进党当局倒真的需要好好问问他们自己,而不是别人。

Consulate General Spokesperson Refutes Irresponsible Remarks of the Taiwan Authorities Regarding the Prevention and Control of the Novel Coronavirus Epidemic

  On February 4, 2020, Chinese Consulate General in Chicago sent a letter to the Chicago Tribune, refuting the remarks made by the head of the Taipei Economic and Cultural Office in Chicago regarding the prevention and control of the novel coronavirus epidemic. The full text of the letter is as follows:

  In his letter to the Chicago Tribune published on January 29, the head of the Taipei Economic and Cultural Office in Chicago irresponsibly claimed that Taiwan’s absence from the World Health Organization (WHO) “creates a big loophole in the global war on epidemics” and harms the health and well-being of the Taiwan people. This is nothing but a lie that the Taiwan authorities has fabricated to politicize the health issue and seek political gains for “Taiwan independence”.

  No one cares more about the health and well-being of our compatriots in Taiwan than the central government of China. Based on the arrangement made by China and the WHO, medical experts from the Taiwan region can attend relevant technical meetings of the WHO, and the WHO can send experts to Taiwan to inspect or assist when necessary. The Taiwan region has timely access to WHO’s information on global public health emergencies, and any emergency happening in the Taiwan region can be reported to the WHO in time. These arrangements ensure that the Taiwan region can handle public health emergencies in a timely and effective manner regardless of where they may take place.

  Since the outbreak of the novel coronavirus in Wuhan, the Chinese government has handled it in a serious, responsible and transparent manner, winning high appraises from the WHO and the wider international community. China’s National Health Commission promptly and voluntarily notified the Taiwan region of the situation. At the request of relevant authorities in Taiwan, we arranged for experts from the Taiwan region to visit Wuhan on January 13-14 to see for themselves our work in epidemic prevention and control, medical treatment of patients and pathogen detection. They also had discussions with mainland experts who participated in related work and expressed heartfelt appreciation for their reception in the mainland. This fully demonstrates that the argument that “Taiwan’s absence from the WHO creates a loophole in international epidemic prevention” is groundless and untenable.

  WHO is an international organization whose membership requires statehood. China’s position on the Taiwan region’s participation in WHO activities is consistent and clear. It must be arranged pursuant to the one-China principle. This is also an important principle affirmed by UNGA Resolution 2758 and WHA Resolution 25.1. From 2009 to 2016, the Taiwan region participated in World Health Assembly (WHA) as an observer under the name of “Chinese Taipei” for eight consecutive years. That was a special arrangement made through cross-Strait consultation on the basis of the 1992 consensus that embodies the one-China principle. The one-China principle represents the political foundation for the peaceful development of cross-Strait relations as well as the political basis for the special arrangement for Taiwan’s participation in WHA. However, since taking power in 2016, the Democratic Progressive Party (DPP) has put political calculations above the Taiwan people’s welfare and entrenched itself in the secessionist position of “Taiwan independence”, thus undermining the political foundation for the region’s participation in the WHA. For that the DPP authorities should blame no one but themselves.
