On November 13, 2019 local time, President Xi Jinping met with President Vladimir Putin of Russia in Brasilia.

Xi Jinping pointed out, the year 2019 is an important one for China-Russia relations to inherit the past and usher in the future. The two sides celebrated the 70th anniversary of the establishment of diplomatic relations with a rich variety of activities. The year of China-Russia local cooperation and exchange is coming to a successful end. In particular, you and I jointly announced the development of China-Russia comprehensive strategic partnership of coordination for a new era, elevating the bilateral relations to a new historical height.

Xi Jinping stressed, new initiatives and actions should be made for a new era. The two sides should continue to make joint efforts, bear in mind the development and changes of the international situation, make innovations according to the needs of each country's development and bilateral cooperation, maintain a positive and sound momentum of the development of China-Russia relations at a high level, and constantly make new achievements to bring more benefits to the two peoples, the region and the world.

Xi Jinping pointed out, the ongoing complex and profound changes in the current international situation with rising instability and uncertainty urge China and Russia to establish closer strategic coordination to jointly uphold the basic norms governing international relations, oppose unilateralism, bullying and interference in other countries' affairs, safeguard the respective sovereignty and security, and create a fair and just international environment.

Xi Jinping stressed, the transaction volume of Russian exhibitors on the just-concluded second China International Import Expo grew by 74 percent compared with that in last year. Both sides need to continuously expand bilateral trade. The China-Russia East-Route natural gas pipeline project will start operating soon. I expect to see more major strategic projects of the two countries in the energy sector. I wish for the fruitful outcomes of the China-Russia year of scientific and technological innovation from 2020 to 2021. Both China and Russia need to push for new and continuous progress in the alignment of the Belt and Road Initiative (BRI) and the Eurasian Economic Union (EEU).

Xi Jinping pointed out, the BRICS Summit this year is being held at a critical moment when the international landscape is evolving and global governance is undergoing transformation. China and Russia should work together to promote solidarity and cooperation among all parties and send a positive signal that the BRICS countries adhere to multilateralism and maintain multilateral trading system. The Chinese side fully supports the Russian side in hosting the BRICS summit and the Shanghai Cooperation Organization (SCO) summit next year.

Vladimir Putin said, Russia-China relations are solid and stable, unaffected by any external factors, and enjoy a sound development momentum and broad prospects. Russia-China relations are based on profound friendship and mutual trust, close political coordination, mutually beneficial economic cooperation, and close coordination on the international stage. It is truly a comprehensive strategic partnership of coordination. Russia and China have important consensus and common interests in maintaining global strategic security and stability. Under the current situation, the two sides should continue to maintain close strategic communication and firmly support each other in safeguarding sovereignty, security, and development rights. The Russian side has the confidence to further increase the scale and level of bilateral trade, accelerate the alignment between the EEU and the BRI, deepen cooperation in the fields including industry, agriculture, aerospace, aviation, energy, and finance, and will increase natural gas export to China. The two sides should continue to strengthen people-to-people and cultural exchanges, as well as exchanges at sub-national level. Serving as the rotating chair of the BRICS countries next year, the Russian side is willing to work closely with the Chinese side to enhance the influence of the BRICS cooperation mechanism. The Russian side is ready to strengthen cooperation with the Chinese side within the SCO framework, especially on national security and counter-terrorism.
