Xi Jinping Chairs the China-Africa Leaders' Meeting

On June 28, 2019 local time, President Xi Jinping chaired the China-Africa Leaders' meeting in Osaka. The meeting was also attended by South African President Cyril Ramaphosa, also former African co-chair of the Forum on China-Africa Cooperation (FOCAC); Egyptian President Abdel-Fattah al-Sisi, also rotating chair of the African Union (AU); Senegalese President Macky Sall, current African co-chair of the FOCAC; and Secretary-General of the United Nations (UN) António Guterres. The leaders attending the meeting exchanged views and reached broad consensus on major issues such as deepening China-Africa cooperation, supporting Africa's development and the work of the UN, and upholding multilateralism.

Xi Jinping pointed out in his speech that the FOCAC Beijing Summit held last year opened up a new era for China-Africa relations. The Chinese side cherishes its traditional friendship with Africa. No matter how the international situation may changes or how some individual forces interfere with it, China and Africa will remain committed to win-win cooperation and common development, and we will remain committed to building an even closer community with a shared future for China and Africa.

Xi Jinping put forward a three-point proposal:

First, we need to be pioneers of win-win development and deliver more cooperation benefits to the Chinese and African people. We need to align the joint construction of the Belt and Road Initiative with the Agenda 2063 of the AU, the UN 2030 Agenda for Sustainable Development and the development strategies of African countries, and deliver more tangible benefits to the Chinese and African people by implementing the outcomes of the Beijing Summit.

The Chinese side will uphold the principle of sincerity, real results, amity and good faith and the approach of pursuing the greater good and shared interests, honor its commitment to Africa to the letter, and support Africa's development unremittingly to make greater contributions to Africa's development, revitalization, unification and self-improvement.

Second, we need to be pacesetters in opening up and cooperation to pool stronger synergy for Africa's development. International cooperation with Africa should give priority to Africa, respect its will and safeguard its interests. Any self-claimed supremacy practice, self-centered egotism and selfish behavior at the expense of others wins the hearts of no one and is undesirable.

The Chinese side is ready to push the international community to increase investment in Africa, work with the UN to help African countries properly cope with global challenges, and conduct trilateral cooperation in Africa with the UN and international partners on the basis of respecting the African side's will.

Third, we need to be champions of multilateralism and make greater contributions to upholding the international order. We should uphold the diversity of civilizations and inclusive development, uphold the principle of extensive consultation, joint contribution and shared benefits, join hands to promote process of democratization of international relations, take a clear stand against protectionism, unilateralism, bullying and clash of civilizations, jointly safeguard multilateralism and free trade system, fully accommodate the reasonable demands and legitimate interests of developing countries, especially African countries and actively maintain international fairness and justice.

The Chinese side will speak up for African countries at the UN and other multilateral arenas, push for more resources to be allocated to Africa, continue to promote the UN to fund Africa's own peacekeeping operations, and make unremitting efforts for Africa's long-term stability, development and prosperity.

Xi Jinping stressed that the Chinese side is ready to take this meeting as an opportunity to work with African countries and the UN to strengthen strategic communication, deepen practical cooperation, inject positive energy into the international situation, jointly build a new type of international relations featuring mutual respect, fairness, justice and win-win cooperation, and build a community with a shared future for mankind.

African leaders attending the meeting noted that the Chinese side's hosting of the China-Africa leaders' meeting fully demonstrates the importance China attaches to Africa and the close relations between Africa and China. Last year's FOACA Beijing Summit and the Coordinators' Meeting on the Implementation of the Follow-up Actions of the FOCAC Beijing Summit just held in Beijing were very successful. Africa-China cooperation is practical, efficient, action-oriented and has a strong follow-up mechanism, which well responds to the needs of African countries. The African side thanks the Chinese side for its long-term and positive contributions to supporting Africa's development and appreciates China's non-interference in other countries' internal affairs. It is hoped that other countries can regard China as an example, help Africa with its development, provide development funds and raise the level of Africa's development. African countries are ready to work with the Chinese side to implement the eight major initiatives of the Beijing Summit, and jointly build the Belt and Road Initiative in an active manner and build a closer Africa-China community with a shared future. Africa and China should work together to uphold multilateralism and the free trade system and make the international order fairer and more reasonable.

UN Secretary-General António Guterres said that China has played a vital and positive role in promoting Africa's development. It is believed that China-Africa cooperation is of great significance to the implementation of the UN 2030 Agenda for Sustainable Development. The UN fully supports and participates in China-Africa cooperation and Africa's own development, and supports cooperation within the frameworks of the Belt and Road Initiative and the FOCAC.

Prior to the meeting, Xi Jinping shook hands with leaders attending the meeting and then posed for a group photo.
