On May 28, 2019, President Xi Jinping held talks with President Mahamadou Issoufou of Niger at the Great Hall of the People.

Xi Jinping praised Mahamadou Issoufou's long-term commitment to the friendship between China and Niger, and China and Africa as well. Xi Jinping pointed out that China and Niger are good friends, good partners and good brothers. At present, China and Niger have constantly strengthened political mutual trust, with fruitful practical cooperation in various fields. The Chinese side stands ready to work with the Nigerien side to take the implementation of the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) as an opportunity to boost strategic cooperation to better benefit the two peoples.

Xi Jinping stressed that the two countries should continue to understand, trust and support each other on issues of core interests and major concerns, and actively carry out exchanges in state governance and development experience. China and Niger should deepen synergy within the framework of the Belt and Road Initiative and the FOCAC, and well implement key cooperation projects in infrastructure, people's livelihood, energy and agriculture. The Chinese side will continue to support the Nigerien side in combating terrorism for regional peace and stability, and promote the support of the United Nations (UN) for the Group of Five for the Sahel joint force. Both sides should reinforce communication and coordination on major international affairs. The Chinese side is willing to help the Nigerien side improve people's livelihood in medical care and other fields, and expand exchanges in such areas as culture, youth, women and think tanks to facilitate mutual understanding between the two peoples.

Xi Jinping emphasized that as long as all countries follow a development path suited to their own national conditions, adhere to the cooperation in jointly building the Belt and Road Initiative, and move toward the great goal of building a community with a shared future for mankind, we will surely achieve success.

Mahamadou Issoufou congratulated the People's Republic of China on the 70th anniversary of its founding and the great achievements the Chinese people have made in building socialism with Chinese characteristics under the leadership of the Communist Party of China. Mahamadou Issoufou said that China's development has contributed greatly to human society, adding that China's inclusive economic growth has lifted a large number of people out of poverty and accelerated realization of the UN millennium development goal. Niger speaks highly of China's adherence to the Five Principles of Peaceful Coexistence in international affairs and its long-term commitment to world peace and development. Niger supports the goal of building a community with a shared future for mankind. The Belt and Road Initiative proposed by President Xi Jinping embodies the concept of win-win results instead of zero-sum mentality and it will benefit the whole world. African countries appreciate China's adherence to the principles of sincerity, real results, affinity and good faith, as well as the eight major initiatives put forward by President Xi Jinping, and are ready to work closely with China in Africa's cause of peace and security and the process of modernization. Niger always sticks to the One-China policy and is willing to actively participate in the joint construction of the Belt and Road Initiative.

After their talks, the two Heads of State jointly witnessed the signing of relevant bilateral cooperation documents.

Prior to the talks, Xi Jinping held a welcoming ceremony for Mahamadou Issoufou at the square outside the East Gate of the Great Hall of the People. Peng Liyuan, Yang Jiechi, Cao Jianming, Wang Yi, He Lifeng, Liu Xincheng and others were present.
