On August 28, 2018, State Councilor and Foreign Minister Wang Yi and Minister for Foreign Affairs Néstor Francisco Popolizio Bardales of Peru held the tenth political consultation between the two Foreign Ministries in Beijing. Both sides had in-depth communication on China-Peru relations, international situation and major issues of common concern.

Wang Yi stressed that Peru is a comprehensive strategic partner of China. Both sides share the same opinions on many major issues. Peru is also the first Latin American country to sign a package of free trade agreements with China, and actively supports the joint construction of the Belt and Road Initiative. Facing the current international situation that is full of uncertainties, both sides should further enhance strategic coordination, jointly advocate multilateralism, implement the concept of mutual respect and win-win cooperation in international relations, jointly safeguard the international system with the United Nations as the core, and maintain the legitimate rights and interests of developing countries and emerging market economies, in a bid to promote the development of the globalization in a more open, inclusive, balanced, and universally beneficial direction.

Wang Yi pointed out that the year of 2021 marks the 200th anniversary of Peru's independence, the 50th anniversary of the establishment of diplomatic relations between China and Peru, and the 100th anniversary of the founding of the Communist Party of China. Both sides should regard these anniversaries as coordinates, take the joint construction of the Belt and Road Initiative as the opportunity and the joint action plan of the two governments as the guidance, maintain high-level exchanges, consolidate political mutual trust, expand practical cooperation, intensify people-to-people and cultural exchanges, and elevate multilateral coordination, so as to promote China-Peru relations to new historical stages and better benefit the two peoples. The Chinese side also stands ready to, together with the Peruvian side, jointly well implement the outcomes of the Second Ministerial Meeting of the Forum of China and the Community of Latin American and Caribbean States to constantly enrich overall cooperation between China and Latin American and Caribbean states.

Néstor Francisco Popolizio Bardales expressed that the development and growth of China is a major opportunity for Peru. Peru hopes to learn the successful development experience from China and enhance all-round cooperation with China, and firmly regards its relations with China as a diplomatic priority. The Peruvian side agrees the suggestions of the Chinese side for the development of bilateral relations in the next stage, and stands ready to take the year of 2021 as an important node, and make joint efforts with the Chinese side to propel bilateral comprehensive strategic partnership for more outcomes. Peru does not recognize the view that sees the Belt and Road Initiative as a geostrategic policy, but believes that the initiative will promote the common development of all participants. Peru is willing to take an active part in the process of the joint construction. At present, protectionism and unilateralism have been on the rise in the world, which is worrisome and alarming. The Peruvian side stands ready to, together with the Chinese side, implement multilateralism and promote free trade. The Peruvian side is willing to make greater contributions to promoting Latin America-China cooperation.

Wang Yi introduced China's development and its policy concerning relations with Latin American countries. He stressed that El Salvador has established diplomatic relations with China based on the one-China principle recently, which conforms to international justice and principles as well as national and people's interests of El Salvador. The trend of the world is surging forward. Recognition and upholding of the one-China principle is the right side of the history.

Néstor Francisco Popolizio Bardales congratulated on the establishment of diplomatic relations between China and El Salvador. He noted that all countries in Latin America have sovereignty independence and the right to decide their own foreign policies. El Salvador made the right choice. The violation of the one-China principle will only lead to the loss of support in the international community.
